The death of Cross occurs as follows:

Cross has been tracking a suppressed carrier and finally confronts him in a large textile mill.
It's a smart, but standard, move on the part of carriers to hide in such industrial zones. The mechanical clatter and radio interference in factories provide them with a decent chance of not receiving any clear transmissions.

(Many industrial tasks, by this time, have been automated so workers need not be near electrical equipment that produces dreaded interference with their transmissions. Unfortunately, the machinery required for this automation causes more interference itself. This is a major threat to the society of A/E.)
